Gary W. Fredericks

Chief Executive Officer

Mr. Fredericks spent 20 years on Wall Street as an institutional, private, and investment banker before joining Temple University as an Administrator and adjunct faculty member in the Fox School of Business. Recently, he was President and CEO of Innovative Schools Development Corporation, a nonprofit company established to provide technical assistance, business and academic expertise to charter and other innovative schools in Delaware. Gary joined with a group of parents interested in starting the Newark Charter School in 1998 and later joined the board as Chairman. 


Gary played an integral role in getting the school’s temporary facility open and subsequently, as chairperson, oversaw the school’s opening. Mr. Fredericks led the efforts to secure financing for the school’s permanent facilities and headed the building committee that oversaw the design and construction of the school’s two buildings totaling over 143,000 square feet. His leadership enabled all projects to be completed on
schedule and under budget.


Mr. Fredericks was instrumental in migrating several businesses from New York City to Delaware for J.P. Morgan. While at the investment bank, Gary was brought in to areas that were not performing up to standard and would lead the turnaround. In several ad hoc projects, he lead a team that developed a new internal job posting system for the firm and created a cross-training program designed to teach the IT staff
about Morgan’s businesses.


Gary began his Wall Street career being hired into the highly acclaimed Operations Management Training Program at E.F. Hutton & Co. where he led the development of the broker’s TEFRA Department. From there, Mr. Fredericks went to Manufacturers Hanover Trust Co. (a.k.a Chemical Bank) where he created the first PC-LAN based automated claims tracking system in 1985. He was identified as one of the Bank’s top performers being listed and compensated as a top 5% performer out of over 17,000 employees worldwide.


Mr. Fredericks also discovered fraudulent activities at the Bank in 1991 and led a team of FBI Forensic Accountants and bank auditors to provide documentation for over $1.8 million in embezzled funds and was awarded the Integrity and Control Award in 1992 by the Bank’s Chief auditor. Mr. Fredericks served as Senior Director: School Development for K12 Inc., the most successful Educational Management Organization in the United Stated providing virtual educational option to students around the globe. Currently, he is Chief Executive Officer of OnPoint Partners, LLC, a company he founded with his partner, which provides back-office services, strategic and tactical planning, marketing and branding to charter schools, professional associations, nonprofits and emerging businesses across the United States.


Mr. Fredericks has a bachelor’s degree in Radio-Television-Film from Temple University and lives in Newark, Delaware. He is the father of two sons. Gary has served as an officer of Delaware United Football Club and finance committee member at the Charter School of Wilmington. He also served as Vice President of the Wilmington Police Athletic League, and many other non-profit boards. Mr. Fredericks loves music and can be seen performing part-time with his brother in clubs in New Jersey.

Cheryl A. Hurtt

President and Chief Operating Officer

Ms. Hurtt has more than 30 years of experience in office management, including accounts receivable/payable, benefits administration, and payroll. She began her career as an assistant bookkeeper and accounts payable clerk before joining Wall-to-Wall Sound & Video, where she handled payroll, workers’ compensation, unemployment, and disability claims for 300 employees. In 1988 she became the accounting/administrative assistant at Fusco Management, Inc., where in addition to processing payroll she also handled real estate leases and tenant services.


In 2005, she joined Innovative Schools Development Corporation as executive assistant to the president. In 2008, she became a founding partner in EFS Business Partners LLC, now OnPoint Partners, where she is in charge of all payroll and bookkeeping services and administration of AFLAC accounts. She was the on-site QuickBooks expert serving the company’s business clients.


Currently, Cheryl is President and Chief Operating Officer for OnPoint Partners in Wilmington, Delaware. OnPoint Partners provides high-quality, customized planning, and implementation services to charter schools and emerging businesses in the New York-Washington, D.C. corridor. By doing so, Cheryl helps business owners achieve superior customer service, increased profits, and managed business growth. Ms. Hurtt also assists in providing services to charter schools, which enables them to focus on their mission to provide an excellent education to their students.


Cheryl has consulted for several businesses under the OnPoint Partners moniker and has assisted clients in reorganizing their businesses, cutting unit costs, creating a brand and assisting small businesses with incorporation, strategic planning, and developing processes and procedures. Ms. Hurtt Manages OnPoint Partners, Accounting, and Human Resource services. She serves as Corporate Accountant and Human Resource Manager for many of our clients.


Ms. Hurtt has an Associate Degree in Accounting from Burlington County College in Pemberton, New Jersey. She is the mother of two boys. She currently resides in Newark, Delaware.
